When evaluating power system expansion scenarios there is a need to take into consideration range of measurable and non-measurable impacts. Measurable impacts are fixed variable production costs and, recently, external costs. Nonmeasurable include public attitude certain energy technology investor's risk in achieving the expected profit. Public has large, sometimes essential impact on decision-making can be divided objective subjective part. Investor's profit mostly associated with possible changes domestic or foreign regulations policy that influence plant operation long-term fuel availability price. The multi-criteria evaluation, after weighting quantification all impacts, determine most acceptable option. In article simplified was made nonmeasurable elements affect future investment decision. For purpose relative values different options will determined (their weights increase annual costs). Four technologies compared: nuclear plant, coal combined cycle gas wind combination plant. change decision period 2010-2030 analysed as well those decisions.
